About Norly
Government announcements are cheap; delivery is not. Norly reports public policy and reform at the point where a plan meets a budget line, a procurement contract and a line of citizens waiting. Its readers are civil servants, council members, vendors and the auditors who check their numbers, and the site assumes they know the vocabulary already.
Everything published is analysis or explainer, built from documents: contract awards, inspection reports, audit findings, performance dashboards. A reform is judged by what changed for the person at the counter, not by the confidence of the press conference. Vendor case studies are declined. So are pieces that treat a pilot as proof; a pilot remains a pilot until it scales or fails.
Reform follows attempts to restructure agencies and what those attempts cost. Policy sets out the design of a measure and the incentives it creates. Civictech assesses the software, identity systems and data infrastructure now sitting between citizen and state. Analysis takes a longer view of institutional performance.
